The Senior Policy Research Manager is a new and important role for the IB that contributes thought leadership and senior level advice through monitoring education policy trends, leading figures and thinking, significant legislative developments, education innovations, and major research outcomes globally. Using appropriate research methods, investigation processes and analysis techniques, the Senior Policy Research Manager provides succinct, high quality papers and briefings that capture and synthesize key issues of concern to IB, establishes connections and implications for IB programmes and schools, and proposes recommendations to inform strategic planning, decision-making and programme development. Further, she or he creates white papers and position documents that project publicly IB’s stance on various contemporary education topics and will represent IBO on these topics in a range of external fora. The Senior Policy Research Manager oversees the work of three programme development research managers, providing day-to-day line management and expert guidance on a portfolio of commissioned studies undertaken to enable curricula and programme development in the areas of innovation, evaluation and alignment. The Senior Policy Research Manager engages in internal and external research projects as assigned by the Head of Research.


1. Creates a multi-year plan for education policy research aligned to the IB strategic agenda and IB’s knowledge interests

  • In consultation with the head of research and senior leadership, creates a strategic agenda for rapid and continuous policy research that actively supports IB’s knowledge interests and senior leadership decision-making
  • Identifies appropriate processes and procedures for scanning, monitoring and interpreting major developments and trends on prioritised education issues, innovations and trendsIdentifies effective knowledge translation and dissemination activities that will support IB senior leadership, and other stakeholders, awareness and engagement with prioritised education issues, innovations and trends

2. Provides continuous insight and expert consultation on education issues/ innovations/ trends
  • Undertakes continuous scanning, monitoring and analysis of education issues and trends aligned to IBs knowledge interests
  • Provides presentations, memos, briefing papers and succinct reports to senior leadership that summarise key details of education issues and trends, identifies relevant opportunities, impacts, and implications for IB/IB World Schools - and where relevant, gives recommendations and response options
  • Develops and maintains networks of key global actors, and manages external consultations, to inform the development of internal presentations, memos, briefing papers and policy documents

3. Presents IB policy positions and perspectives to external groups
  • Works with senior leadership, and other IB staff, to produce policy statements, position papers and various written and electronic media that project publicly IB’s stance on a range of contemporary education topics
  • Articulates, advocates and promotes IB policy perspectives at external functions, including conferences and meetings, and various government and non-governmental seminars and symposia

4. Collaborates with IB staff and shares research and policy analysis findings internally
  • Represents the Research Department on internal committees, working groups, and other collaborations
  • Engages in internal dissemination activities, including the writing of IB articles and presenting Learning-on-Demand sessions that synthesize complex information and ideas into clear, concise, and accessible written materials and presentations

5. Manages three programme development research managers
  • Provides guidance and leadership to help staff perform at their best, through motivating and developing them to achieve work goals
  • Holds regular one-to-one meetings with staff to discuss activities, priorities, progress and problems
  • Supports employee's performance and development such as by setting objectives and identifying development opportunities

Requirements: knowledge, skills and experience
  • A doctoral degree in education policy, education administration, curriculum
  • and instruction, or a closely related field education field.
  • At least 5 years of previous experience that aligns directly with this role.
  • A strong background in educational research methods including for policy analysis.
  • Knowledge of a variety of school systems, particularly those in international settings.
  • A proven capacity for communicating complicated policy analysis quickly, and clearly in written and spoken forms, to senior leadership and to external groups.
  • The ability to create and maintain senior level networks and relationships with external parties
  • The ability to represent the IB at meetings and conferences.
  • Exceptional organization skills, including the ability to work independently as well as collaboratively in a team environment within and across departments and divisions.
  • Management and supervisory skills and experience with problem analysis and decision making, and administrative policies and procedures.
  • Ability to work effectively with IB leaders and staff on projects of high importance to senior leadership.
  • Knowledge of the IB as an organization as well as the many contexts in which IB stakeholders operate and interact with the IB.
